I would think that Flash CS3 or Dreamweaver would be a good application for buttons, even Photoshop proves as a good button maker.

However they are limited, but some of the stuff they have on there is actually pretty neat.

You can also generate a bunch of other things at these two sites, such as banners and whanot.

I've been around comps for a little over 6 years now, and gained a great interest in them about 2 years ago.
